IIn addition to its research, APERC conducts two other important programmes;
know-how transfer and an energy data network service to build a strong
knowledge base in the APEC region.

| KNOW-HOW
TRANSFER PROGRAMME |

This programme refers to the regular conduct of special training sessions to build the capacity of energy researchers and analysts in energy data management and in outlook preparation. This is implemented through the support given to the International Cooperation Group of the Institute of Energy Economics, Japan (IEEJ).
This programme consists of two components. The first is the Seminar on
Energy Supply and Demand Outlook, an annual training course held in Tokyo
for energy officials and researchers of APEC economies. The trainees attend
a series of lectures covering a broad range of topics, such as energy demand
and supply, energy balances and demand projection models. The lectures
are complemented with site visit to energy-related facilities in Japan.
The second component is the dispatch of IEEJ experts to APEC economies,
envisioned as a follow-up activity for the trainees as well as a session
where more participants from the guest economy can participate.

DATA NETWORK SERVICE |

This service is provided through the support of IEEJ's Energy Data and Modelling Center (EDMC). This Center, which is the Coordinating Agency of the APEC Expert Group on Energy Data and Analysis (EGEDA), began compiling energy statistics for APEC economies after the first meeting of the Energy Data Expert Group (EDEG) - the original body of EGEDA - held in Tokyo in 1990.
Currently, the database is available on the Internet and in a hardcopy version. A supporting analytical software tool, which assists with simple analysis of the data, has also been produced. The database comprises a broad range of statistics, such as energy balance tables, electricity generation capacities, and non-commercial energy. Additionally, a website for members provides energy-related statistics, such as production of major products, energy prices, transportation demand, number of households, and cooling and heating degree-days.
The EDMC, on behalf of APERC, developed the Real-Time Emergency Information Sharing System (RTEIS) following EWG's decision. This system provides an opportunity for information exchange and conveys important information on oil markets to EWG members:
a. Conversational Hypertext Access Technology (CHAT) and Bulletin Board System (BBS): Opportunity for sharing emergency and ordinary information
b. Oil information: Monthly and daily oil prices at oil markets of New York, London and Singapore
Currently, the EDMC releases a newsletter for this system to encourage the EWG members use.
The EDMC, as a representative of APEC, has been working on the Joint Oil Data Initiative (JODI), which is promoted by IEFS (International Energy Forum Secretariat) and six international organizations: APEC, EUROSTAT, IEA, OLADE, OPEC and UNSD. Currently, the JODI world database has been launched and can be accessed at http://www.jodidata.org/. Involved organizations have agreed to continue work on JODI in order to further improve reliability of the data.
