APEC Peer Review on Energy Efficiency (PREE)
In their Sydney Declaration on Climate Change and Energy Security in September 2007, APEC Economic Leaders agreed to work towards achieving an APEC-wide regional aspirational goal of a reduction in energy intensity of at least 25 percent by 2030, and encouraged all APEC economies to set individual goals and action plans for improving energy efficiency, taking into account this aspirational goal, and reflecting the individual circumstances of different economies. APEC leaders also agreed to facilitate and review progress toward this goal through a voluntary APEC Energy Efficiency Peer Review Mechanism, whose establishment was originally directed by APEC Energy Ministers in May 2007. The APEC leaders requested a report back to them at their meeting in 2010.
The APEC Peer Review on Energy Efficiency (PREE) was established in response these directives. The PREE process was proposed by Japan and endorsed by the APEC Energy Working Group (EWG) at the EWG 35 meeting in Iquitos, Peru in 2008.
Each PREE Peer Review focuses on the energy efficiency of a single in volunteer APEC member economy, referred to as the host economy. The work is carried out by a Review Team of experts from other member economies and international institutions jointly selected by the host economy and APERC. The Review Team interviews a range of people knowledgeable on energy efficiency issues in the host economy. These may include representatives of government ministries, research institutes, industry associations, energy companies, electricity and gas market regulators, consumer associations, local government, and other relevant groups. A draft Review Report is prepared by the Review Team and agreed to by the host economy. It is then circulated to EWG Members for discussion at the next EWG meeting. After EWG approval, the draft Review Report is officially finalized.
The first PREE Peer Review hosted by New Zealand in January 2009, followed by Chile in February 2009 and Viet Nam in June 2009. The fourth PREE in Thailand will be conducted in November 2009. Further Peer Reviews are expected, as PREE is a multi-year project financed by APEC Operational Account. A progress report will be delivered to APEC Energy Ministers at their meeting to be held in Fukui, Japan in June 2010 and to APEC Economic Leaders at their meeting to be held in Yokohama, Japan in November 2010.
